CONSENT AGENDA

Any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion.

Approval of Minutes:

Consider adopting the minutes for the March 12, 2018 Regular Business Meeting, and dispense with the reading of the minutes. 
2.b.

Conditional Use Permit – 2601 and 2611 West Main Street:

Second consideration/adoption of an ordinance granting a conditional use permit request by Carl Kerby, 3 Flag LTD, to allow townhouse or multifamily use in the H-B Highway Business District at an unimproved property on Village Drive, behind 2601 ad 2611 West Main Street.

Refund of Personal Property Tax Payment:

Consider approving a request from the Commissioner of the Revenue to refund $82.40 plus interest to a taxpayer for payment of taxes paid in error.

WAYNESBORO SCHOOL BOARD FY19 BUDGET PRESENTATION:

Receive a presentation from Dr. Jeffrey Cassell, School Superintendent, regarding the Waynesboro City School Board Fiscal Year 2019 Budget.

AUTHORIZATION TO ISSUE GENERAL OBLIGATION DEBT FOR WAYNESBORO HIGH SCHOOL PROJECT:


a) Second consideration/adoption of an ordinance authorizing the issuance of General Obligation Debt not to exceed $21.5 million in principal for the Waynesboro High School Renovation Project. 

b) Consider adopting a resolution providing for the issuance of General Obligation School Bonds of the City of Waynesboro, Virginia, in an aggregate principal amount not to exceed $21,500,000, to be sold to the Virginia Public School Authority and providing for the form and details thereof.

CITY OF WAYNESBORO COMPREHENSIVE PLAN:

Second consideration/adoption of an ordinance adopting the City’s 2018 Comprehensive Plan.

PUBLIC WORKS – PAVING EXPENDITURES APPROPRIATION:

Consider introducing an ordinance appropriating $105,000 from the VDOT Restricted Funds Reserve to the General Fund for additional paving expenditures.

SCHOOL APPROPRIATIONS: Consider introducing the following ordinances:


a) Appropriating a Title II, Part A, Federal Grant, in the amount of $8,000, to the School Funds for salaries, benefits, and staff development expenses.

b) Appropriating a Title I, Part A, Federal Grant, in the amount of $25,000, to the School Funds, for salaries and extra reading support at Wenonah and William Perry Elementary Schools.

c) Appropriating a Perkins Career and Technical Education Grant, in the amount of $7,780, to the School Funds, for the purchase of instructional materials for new classes offered at Kate Collins Middle School and Waynesboro High School.

d) Appropriating an Adult Education and Family Literacy Act Federal Grant, in the amount of $16,654, to the School Funds to be used to operate the Regional Adult ABE, GED, ESOL, and Citizenship Classes.
