Any item placed on the consent agenda shall be removed and considered as a separate matter, if so requested by any member of Council, otherwise all items will be voted on with one (1) motion.

Approval of Minutes:

Consider adopting the minutes for the March 26, 2018  and April 9, 2018 Regular Business Meetings and the April 2 and April 11, 2018 Budget Work Sessions, and dispense with the reading of the minutes. 
2.b.

Second consideration/adoption of the following appropriation ordinances:

i. General Fund – Replenish Undesignated Operating Contingency Fund ($8,000).
ii. Parks and Recreation – HVAC at Rosenwald Community Center ($30,000).
iii. Schools – Tutoring Homeless Students Transportation Costs ($25,000).

FISCAL YEAR 2019 OPERATING BUDGET PUBLIC HEARING:

Conduct a public hearing to receive public comments on the recommended Annual Operating Budget for the fiscal year ending June 30, 2019.

CAPITAL IMPROVEMENT PLAN PUBLIC HEARING:

Conduct a public hearing to receive public comments on the City’s Capital Improvement Plan for the fiscal years 2019-2023.

TAXES FOR CALENDAR YEAR 2018 PUBLIC HEARING:

Conduct a public hearing to receive comment and consider introducing an ordinance imposing taxes for the calendar year 2018 on property and persons, for the payment of interest on the City debt, for the support of City government, for the maintenance of the public schools, and for other expenses providing for the assessment of persons and property, for the collection of taxes, revenues, assessments and imposing penalties for the failure to comply with the provisions hereof.

CODE AMENDMENT - WATER AND SEWER CHARGES, FEES, RATES PUBLIC HEARING:

Conduct a public hearing to receive comment and consider introducing an ordinance amending Sections 86-28(a(1), 86-28(a)(2), and 86-139(a) of the Code of the City of Waynesboro to increase water utility service charges, fees, and rates and sewer utility service charges and rates.

CODE AMENDMENT - FOOD, BEVERAGE, CIGARETTE TAXES PUBLIC HEARING:

Conduct a public hearing to receive comment and consider introducing an ordinance amending Sections 78-154, and 78-188 of the Code of the City of Waynesboro to increase the rates or amounts of food and beverage tax, and cigarette tax.

WAYNE THEATER GRAND GALA APPLICATION:

Consider approving an application from the Wayne Theater to allow the closure of a portion of Main Street and the sale and consumption of alcoholic beverages on city property on Friday, May 18, 2018 from 6:00 p.m. until 12:00 a.m. during the Wayne Theater’s Grand Gala.

REGIONAL YOUTH COMMISSION APPOINTMENT:

Consider appointing a candidate to the Regional Youth Commission as a  Waynesboro representative for an unexpired three-year term ending August 31, 2019.

PARKS AND RECREATION COMMISSION APPOINTMENT:

Consider appointing a candidate to the Parks and Recreation Commission in the Ward B seat for an unexpired four-year term ending August 31, 2019.

SCHOOL APPROPRIATION ORDINANCE – TITLE I, PART A:

Appropriating a Title I, Part A, Federal Grant, in the amount of $19,000, to the School Funds for technology hardware expenses at Wenonah and William Perry Elementary Schools.
