Approval of Minutes:

Consider adopting the minutes for the April 12, 2017 Budget Work Session and the April 24, 2017 Regular Business Meeting, and dispense with the reading of the minutes.

Code Amendment – Utility Rates:

Second consideration/adoption of an ordinance amending Sections 86-28(a)(1), 86-28(a)(2), and 86-139(a) if the Code of the City of Waynesboro to increase water utility service charges, fees, and rates and sewer utility service charges and rates.

Law Enforcement Memorial Week:

Consider presenting a proclamation to Police Chief Michael Wilhelm observing May 14-20, 2017 as National Law Enforcement Officers Week and Monday, May 15, 2017 as National Law Enforcement Memorial Day.

Calendar Year 2017 Tax Rate at $.87 per $100:

Second consideration/adoption of an ordinance imposing taxes for the calendar year 2017 on property and persons, for the payment of interest on the City debt, for the support of City government, for the maintenance of the public schools, and for other expenses providing for the assessment of persons and property, for the collection of taxes, revenues, assessments and imposing penalties for the failure to comply with the provisions hereof.

PLANNING MATTERS:

6.a.

Conditional Use Permit – Apex Towers:

Hold a public hearing to receive public comment and consider introducing an ordinance regarding a conditional use permit request by Apex Towers, LLC to allow for a 164-foot telecommunications tower and facilities at a parcel owned by Cherri O. Boitnott on Reservoir Street behind the City Landfill, City Tax Map Parcel 47-1217A-9.

ORDINANCES - Consider introducing the following:

7.a.

Fire Department – Building Roof Replacement:

Consider introducing an ordinance appropriating $60,702 in insurance proceeds and $19,075 from the Governmental Facilities Reserve to the General Fund for expenditures related to the replacement of the roof at the Fire Department.

7.b.

Code Amendment – Stormwater:

Pursuant to Section 30-58(b) of the Code of the City of Waynesboro, setting the stormwater utility fee with no change, at a rate per equivalent residential unit (ERU) of $3.42 per month.  This rate is effective July 1, 2017.
7.c.

Parks and Recreation – Mower:

Appropriating proceeds from the sale of equipment, in the amount of $12,302, to the Equipment Fund, for the purchase of a new mower for Parks and Recreation.

Emergency Operations – E911 Call Processing Software:

Appropriating an $18,000 grant award from the Virginia E911 Services Board, to the General Fund, for expenditures associated with upgrading the E911 call processing software in the Emergency Operations Center.

Library – Replacement of Materials:

Appropriating funds received for lost library materials and a donation to the Library totaling $3,727 to the General Fund for expenditures associated with the replacement of lost library materials and office supplies.

Appropriating a Title I, Part A, Federal Grant, in the amount of $40,000 to the School Funds for replacement and additional technology at Wenonah and William Perry Elementary Schools.
