Consider adopting the minutes for the May 29, 2018 Council meeting, and dispense with the reading of the minutes.

PUBLIC HEARING – CODE AMENDMENT – PROCUREMENT:


Hold a public hearing to receive public comment and consider introducing an ordinance adopting a code chapter, Procurement, of the City Code for the City of Waynesboro, Virginia.

PUBLIC HEARING – REZONE 412 CEDAR AVENUE:


Hold a public hearing to receive public comments and consider introducing an ordinance regarding a request by Phillip and Maryellen Lemons to rezone a property from Mixed Residential District to Local Business District at 412 Cedar Avenue, Waynesboro, Virginia (Tax Map 44-4-27-27, 28 & 29).

PUBLIC HEARING – AMENDMENTS TO SUBDIVISION AND ZONING ORDINANCES:

Hold a public hearing to receive public comments and consider introducing ordinances, briefly outlined as follows:

1. Subdivision Ordinance Amendment: Allow City Council to waive or vary provisions of subdivision ordinance if provision causes injustice or hardship as set forth in Section 74-2 of the City Code.

2. Subdivision Ordinance Amendment: Allow phasing of public improvements in major subdivisions.

3. Zoning Ordinance Amendment: Allow elementary and secondary schools, by right in all zoning districts except L-I and H-I.

4. Zoning Ordinance Amendment: Require single-family homes and duplexes to have primary façade and entrance facing the street from which the front setback is measured.

5. Allow Vehicle Sales and Service Uses, including fuel stations, auto body shops, towing services, and other uses as defined in Section 10.2.9.H of the City Zoning Ordinance, by right in the L-I and H-I zoning districts.

6. Zoning Ordinance Amendment: Add solar farms to the use table and allow the same by right in the H-I and L-I zoning districts and by conditional use permit in all other zoning districts, and add “solar farm” definition.

PUBLIC HEARING – T-MOBILE NORTHEAST LLC TOWER LEASE AGREEMENT:


Hold a public hearing to receive public comment on a proposed ordinance granting a lease to T-Mobile Northeast LLC to lease space on the tower located on the real property located at 300 Parker Heights Road, Waynesboro, Virginia, with the City accepting bids for the lease rights on or before noon on June 11, 2018.

PRESENTATION – REGIONAL STRATEGIC PLAN – CAREER AND TECHNICAL EDUCATION:


Receive a presentation from the Dr. Camille Miller, President of the Virginia Group, regarding a ten-year strategic plan for career and technical education, Waynesboro-Staunton-Augusta County, June 2018.

APPLICATIONS:

a) Chili, Blues and Brews Festival:  Consider approving an application from Mr. Terry Short, Jr. to close a portion of Lumos Plaza, allow amplified sound, and to serve and consume alcoholic beverages on city property during the Virginia Chili, Blues N’ Brews Festival on Saturday, September 22, 2018.

b) Summit Square Anniversary Block Party:  Consider approving an application from Summit Square to close a portion of Oak Avenue and to serve beverage alcohol in association with an anniversary event.

BOARDS AND COMMISSIONS:

a) Shenandoah Valley Partnership:  Consider reappointing a member to the Shenandoah Valley Partnership for a two-year term ending June 30, 2020.

b) Valley Community Services Board:  Consider reappointing a member to the Valley Community Services Board for a three-year term ending June 30, 2021.

c) Disability and Aging Board for Independence:  Consider appointing two candidates to the DABI, each for an unexpired four-year term ending June 30, 2021.

CODE AMENDMENT – LIMITATIONS ON KEEPING FOWL:

Consider introducing an ordinance amending Chapter 14, Article I, Animals, Section 14-9 and 14-10, of the City Code of Waynesboro, Virginia.

ANNUAL RE-APPROPRIATION ORDINANCE – FIRST READING:


Consider introducing an ordinance re-appropriating funds for certain fiscal year 2018 expenditures, previously appropriated in accordance with Ordinance 2017-28, City of Waynesboro Annual Appropriation Ordinance (Encumbrance Rollover), to a reserve for fiscal year 2018 encumbrances.

SCHOOL ORDINANCES – FIRST READING:

a) Regional Adult ABE, Correction Classes:  Consider introducing an ordinance appropriating an Innovation Challenge Grant, in the amount of $37,125, to the School Funds, to be used to operate the Regional Adult ABE, and Correction Classes.

b) National Health Science – Waynesboro High School:  Consider introducing an ordinance appropriating a Career and Technical Education Program Grant, in the amount of $800, to the School Funds, to be used for National Health Science for Waynesboro High School students.

14.

NATURAL RESOURCE DAMAGE ASSESSMENT PROJECT ORDINANCE – FIRST READING:

Consider introducing an ordinance appropriating a portion of the Capital Projects Committed Equipment Replacement and Facility Maintenance Reserve, in the amount of $30,000 to the Capital Projects Fund, to be used for engineering services related to the Natural Resource Damage Assessment (NRDA) Project.
