The Community Development Department works to ensure the continued development of the City of Waynesboro into a safe, prosperous, and livable community. This includes planning for future growth, maintaining high standards for new development, and improving quality of life in existing neighborhoods.
The Building Division is responsible for enforcing standards for new construction, as well as enforcing minimum property maintenance and housing standards. The Division plays an important role in protecting public safety and improving quality of life in the City's neighborhoods.
The Engineering Division is involved in development plan review, transportation engineering coordination and support, and project management. The Engineering Division ensures that new development can be sustainably serviced by the City's transportation and utility systems and that new public infrastructure can be efficiently maintained and integrated into existing systems.
The Geographic Information Systems (GIS) Division captures, maintains, and produces citywide geographic data. In addition, the GIS Division manages the City's online GIS and Real Estate Information map.
The Planning Division enables Waynesboro's citizens and leaders to make prudent long-term decisions that improve the well-being of the community and realize the City's vision. The Planning Division handles all long-term planning, including the City's Comprehensive Plan, Transportation Plan, and neighborhood plans. The Planning Division also manages reviews and makes recommendations on all requests for subdivisions, rezonings, conditional use permits, and other actions involving a public process.
The Property Maintenance & Minimum Housing Division regulates the city’s nuisance, high grass, and inoperative vehicle ordinance, as well as Virginia minimum housing and property standards. Action by the Property Maintenance Division is generally prompted by citizen complaint, although limited proactive enforcement is utilized.
The Zoning Division is responsible for the application of Waynesboro's zoning ordinance. The Zoning Division reviews and approves all site plans for new by-right development to ensure that new development contributes to public safety, welfare, and quality of life for Waynesboro citizens and visitors.
