Purchasing Policies and Procedures
The City of Waynesboro follows the guidelines of the Virginia Public Procurement Act (VPPA) to govern its purchasing policies.
The Purchasing Department endeavors to obtain high quality goods and services at a reasonable cost. All procurement procedures are conducted in a fair and impartial manner with the avoidance of any impropriety or appearance of impropriety. Purchasing supports competition from all qualified vendors.
As allowed by the VPPA, purchasing will also query professional associations such as the VAGP or contact other localities, to locate cooperatively procured contracts that offer goods at an already negotiated price. That locality’s contract is then referenced in the procurement file for that purchase.
The City of Waynesboro utilizes the Commonwealth’s Procurement website, e-VA. The City posts solicitations for Invitation for Bids (IFB) and Request for Proposals (RFP) to e-VA.
On the e-VA site, navigate to the “Vendor Benefits” list and select: Solicitations, Quick Quotes & Awards (VBO).
