Hold a public hearing to receive public comment on a request by Riverbend Development, applicant, on behalf of Rosser Avenue Development, LLC for a preliminary subdivision plat for a 220-lot residential subdivision on a 70.687-acre tract at 0 Tiffany Drive, Waynesboro, Tax Map 41-3-112.

PUBLIC HEARING – ZONING TEXT AMENDMENT – 0 TIFFANY DRIVE


Hold a public hearing to receive public comment on a request by Riverbend Development, applicant, to amend City Code Section 98.5.1.5.A.3(g) to replace “shall not exceed 25% of the lot width”, with “shall not exceed 12 feet or 25% of the lot width, whichever is greater.”

PUBLIC HEARING – ZONING TEXT AMENDMENT – CONTRACTOR’S OFFICES BY RIGHT


Hold a public hearing to receive public comment regarding a zoning text amendment initiated by the City of Waynesboro to amend City Code Section 98.2.4.4 to add “Contractors Offices” to the Use Table, and to permit Contractor’s Offices by right in the L-I, H-I and MX-B districts and to add use standards for Contractor’s Offices to Section 98.4.

Receive a presentation from Jeffery Newton, Superintendent of Middle River Regional Jail, regarding the need for facility expansion and various concepts for expansion.  Consider providing guidance to the City Manager regarding the proposed expansion of Middle River Regional Jail.

Hold a public hearing to receive public comment on budget ordinances items 13 and 14 in the amount of $3,398,395.

APPROPRIATION ORDINANCE – CONSIDER INTRODUCING THE FOLLOWING ORDINANCES


a) $800,000 of restricted fund balance to the General Fund for prior year unspent state aid for street maintenance.
b) $497,195 of assigned fund balance to the General Fund to transfer to the School Board.
c) $317,438 of fund balance to the School Board Operating Fund to purchase a replacement chiller at William Perry Elementary School.
d) $236,000 of fund balance to the Cafeteria Fund to renovate the cafeteria at Waynesboro High School.
e) $166,368 of fund balance to the School Board Operating Fund to purchase a replacement chiller at Westwood Hills Elementary School.
f) $107,000 of net position to the Sewer Fund to purchase a dump truck.
g) $107,000 of net position to the Water Fund to purchase a dump truck.
h) $97,046 of assigned fund balance to the General Fund and $194,092 of transfers and receipts to the Capital Improvement Fund to replenish the Major Maintenance Contingency fund.
i) $40,695 of fund balance to the School Operating Fund for purchase of additional vans.
j) $15,019 of restricted fund balance to the General Fund for prior year unspent state aid for the library.

APPROPRIATION ORDINANCE – CONSIDER INTRODUCING AND ADOPTING THE FOLLOWING ORDINANCES


a) $490,158 of CARES Act funding to the School Funds.
b) $80,000 of Virginia Department of Education Security Grant funds to the School Funds.
c) $62,282 of insurance proceeds for the replacement of a traffic signal to the General Fund.
d) $59,442 of CARES Act and Greer Set Aside Vision Award to the School Funds.
e) $46,032 of Title I, Part A Improving Basic Programs to the School Funds.
f) $25,000 of Virginia Tiered Systems of Supports PBIS Grant funds to the School Funds.
g) $20,048 of CARES Act Valley Academy Grant funds to the School Funds.
h) $17,936 of Title I, School Improvement Grant funds to the School Funds.
i) $14,000 of Title II, Part A Improving Teacher Quality Grant funds to the School Funds.
j) $2,894 of Title III Grant funds to the School Funds.
k) $2,750 of donations for Victim Witness to the General Fund.

To discuss the award of a public contract involving the expenditure of public funds, including the discussion of the terms or scope of such contract, where discussion in an open session would adversely affect the bargaining position or negotiating strategy of the City, as authorized by section 2.2-3711(A)(29) of the state code. The subject matter of the meeting is the Ladd property development.

3. Citizens may call in comments when the Public Hearing or the Citizen Comment Period is opened.  Calls will be answered in the order in which they are received.
