January 25, 2021 Budget Work Session and Regular Business Meeting Minutes, and the January 27, 2021 Budget Work Session.

Second consideration/adoption of the following appropriation ordinances

b. Preliminary Subdivision Plat – Creekwood Village - 0 Tiffany Drive – Riverbend Development.
c. Zoning Text Amendment – Parking Area Design - Lot Width.
d. Zoning Text Amendment – Contractor’s Offices By Right in L-I, H-I and by conditional use in MX-B Districts and add use standards in Section 98.4.
e. Appropriation Ordinance - $800,000 of restricted fund balance to the General Fund for prior year unspent state aid for street maintenance.
f. Appropriation Ordinance - $497,195 of assigned fund balance to the General Fund to transfer to the School Board.
g. Appropriation Ordinance - $317,438 of fund balance to the School Board Operating Fund to purchase a replacement chiller at William Perry Elementary School.
h. Appropriation Ordinance - $236,000 of fund balance to the Cafeteria Fund to renovate the cafeteria at Waynesboro High School.
i. Appropriation Ordinance - $166,368 of fund balance to the School Board Operating Fund to purchase a replacement chiller at Westwood Hills Elementary School.
j. Appropriation Ordinance - $107,000 of net position to the Sewer Fund to purchase a dump truck.
k. Appropriation Ordinance - $107,000 of net position to the Water Fund to purchase a dump truck.
l. Appropriation Ordinance - $97,046 of assigned fund balance to the General Fund and $194,092 of transfers and receipts to the Capital Improvement Fund to replenish the Major Maintenance Contingency fund.
m. Appropriation Ordinance - $40,695 of fund balance to the School Operating Fund for purchase of additional vans.
n. Appropriation Ordinance - $15,019 of restricted fund balance to the General Fund for prior year unspent state aid for the library.

INFORMATION AND REPORT – LOCAL GOVERNMENT AGREEMENT – CITY OF WAYNESBORO AND THE WAYNESBORO EAST AUGUSTA HEALTH DEPARTMENT


Receive information regarding and consider approving the Local Government Agreement between the City of Waynesboro and the Waynesboro East Augusta Health Department.

Receive an update on City economic development activities from Mr. Greg Hitchin, Waynesboro Director of Economic Development and Tourism.

Receive a report from Mr. Gary Critzer, Emergency Operations Director, regarding the SAW Emergency Operations Plan and approving updates to the Plan.

The Waynesboro City Council encourages the participation of all City citizens.  Citizen comments are welcome by submitting them per the instructions that follow.  

Citizens who wish to make comments during the Citizen Comment Period may do so in the following ways:

1. Citizens may email comments prior to 5:00 p.m. on Monday, February 8, 2021 to the Clerk of the Council at bortleje@ci.waynesboro.va.us.  Please identify your name and home address and topic of your comment.  Comments will be noted at the meeting and incorporated in the minutes of the meeting.
2. Comments may be submitted online at www.waynesboro.va.us.  Comments submitted prior to Monday, February 8, 2021 at 7:00 p.m. will be noted at the meeting and incorporated in the minutes of the meeting. 
3. Citizens may call in comments when the Citizen Comment Period is opened.  Calls will be answered in the order in which they are received.
