b. Zoning Code Amendment – Second consideration/adoption of an ordinance amending City Code Chapter 98, Article 9.

Receive a presentation from Dr. John Downey regarding the 2020 Blue Ridge Community College Board annual report.

Receive a presentation from Dr. Jeffrey Cassell, School Superintendent, regarding the School Board’s adopted fiscal year 2022 budget.

PUBLIC HEARING – REASSESSMENT TAX RATE FOR CALENDAR YEAR 2021


Hold a public hearing to receive public comments to increase property tax levies based on an increase in assessed values.

PUBLIC HEARING – REZONE 1115 IVY STREET


Hold a public hearing to receive public comment and consider introducing an ordinance regarding a request by Ms. Roxana Karimianpour to change the zoning of 1115 Ivy Street (Tax Map #35-4126A-4) from H-B Highway Business to L-B Local Business.

REZONE 312 AND 316 WALNUT AVENUE AND 325 CHESTNUT AVENUE


Second consideration/adoption of an ordinance rezoning 312 and 316 Walnut Avenue and 325 Chestnut Avenue, Waynesboro, VA.

11.

REZONE PROPERTIES TO MX-B


Receive the Planning Commission recommendation and consider introducing an ordinance to rezone certain parcels in the City of Waynesboro from L-I (Light Industrial) or L-B (Local Business) to MX-B (Mixed Business).

12.

APPROPRIATION ORDINANCE – CEMETERY FENCE REPAIR


Consider introducing an ordinance appropriating insurance proceeds, in the amount of $2,927, to the General Fund, to replenish the City Manager’s contingency account for expenditures relating to the fence repair at the cemetery.

13.

APPROPRIATION ORDINANCE – TOURISM ADVERTISING EXPENDITURES


Consider introducing an ordinance appropriating two Virginia Tourism Corporation Grants in the amount of $20,717 to the General Fund, to reimburse for advertising expenditures in the Tourism Department.

APPROPRIATION ORDINANCE – BROWNFIELDS GRANT


Consider introducing an ordinance appropriating a Brownfields Grant from the Environmental Protection Agency in the amount of $300,000 to the CIP Fund, for Downtown Revitalization Assessment.

2. Comments may be submitted online at www.waynesboro.va.us.  Comments submitted prior to Monday, April 12, 2021 at 7:00 p.m. will be noted at the meeting and incorporated in the minutes of the meeting. 
3. Citizens may call in comments when the Citizen Comment Period is opened.  Calls will be answered in the order in which they are received.

g.            Wait until you are prompted by the moderator, then share your comments with Council.  Participants are reminded that though the prerecorded prompts refer to questions, the public hearing and citizen comment portions of the meeting are a time for Council simply to hear your comments.
