Consider adopting a resolution bringing awareness to Waynesboro residents and the medical community of the risks associated with traveling to China for organ transplants.

ORDINANCE - CODE AMENDMENT – FIRE PREVENTION AND PROTECTION


Receive a presentation and consider introducing an ordinance amending the Code of the City of Waynesboro Chapter 34 Fire Prevention and Protection.

RECEIVE A REPORT ON THE STATUS OF THE COVID-19 UTILITY RELIEF PROGRAM AND THE UTILITY DISCONNECTION MORATORIUM.

PUBLIC HEARING – ORDINANCES AMENDING FISCAL YEAR 2021 BUDGET


Hold a public hearing to receive public comment on budget ordinances in items 10 and 11. 

10.

APPROPRIATION ORDINANCE – CONSIDER INTRODUCING THE FOLLOWING ORDINANCES


a. $1,164,585 of assigned fund balance to the General Fund to transfer to the Capital Improvements Fund for the Fiscal Year 2022 Capital Investment.
b. $753,838 of unassigned fund balance to the General Fund to transfer to the Capital Improvements Fund for the Fiscal Year 2022 Capital Investment Program.
c. $502,084 to the School Operating Fund that was transferred from the General Fund.
d. $253,000 of unassigned fund balance to the General Fund to transfer to the Debt Fund for the retirement of Fiscal Year 2022 debt obligations.
e. $119,000 of net position to the Water Fund for a capital maintenance program and rate study and $10,000 of net position to the Sewer Fund for a rate study.
f. $4,889 of assigned fund balance to the General Fund to transfer to the School Board.

APPROPRIATION ORDINANCE – CONSIDER INTRODUCING AND ADOPTING THE FOLLOWING ORDINANCES


a. CARES Act supplemental relief funding $1,273,198 to the school funds.
b. Interest to the Bond Fund for the 2018A Renovation bond $654,000 to the bond fund. 
c. CARES Act funding in the amount of $350,000 to the school funds.
d. Federal Adult Literacy Grant Funding $73,361 to the school funds.
e. Additional state funds for Officer Recruitment and Retention $29,000 to the general fund. 
f. Mental Health Development Grant $7,000 to the school funds.
g. Miscellaneous Donations for the Parks and Recreation Department $2,150 to the general fund. 
h. Miscellaneous Donations and recovered cost for the Police Department $605 to the general fund.

REAPPOINTMENT – CENTRAL SHENANDOAH PLANNING DISTRICT COMMISSION


Consider reappointing a member to the CSPDC for a three-year term ending June 30, 2024.

APPOINTMENTS – SAW MPO TECHNICAL ADVISORY COMMITTEE AND BRITE TRANSIT ADVISORY COMMITTEE


Consider appointing a staff member to the following committees:
         Staunton-Augusta-Waynesboro (SAW) Metropolitan Planning Organization (MPO) Technical Advisory Committee as an alternate;
BRITE Transit Advisory Committee

Discussion and consultation with legal counsel employed or retained by a public body regarding specific legal matters requiring the provision of legal advice by our attorney, as authorized by section 2.2-3711(A)(8) of the Virginia Code. The subject matter of the meeting is changes in the Virginia Code regarding employee representation and City elections.

3. Citizens may call in comments when the Public Hearing or the Citizen Comment Period is opened.  Calls will be answered in the order in which they are received.
