CONSENT AGENDA

a)    Consider approving the minutes from the June 14, 2021 Regular Business Meeting.

Second consideration/adoption of the following ordinances:

b)    Code Amendment – Chapter 34 Fire Prevention and Protection;

c)    $1,164,585 of assigned fund balance to the General Fund to transfer to the Capital Improvements Fund for the Fiscal Year 2022 Capital Investment;

d)    $753,838 of unassigned fund balance to the General Fund to transfer to the Capital Improvements Fund for the Fiscal Year 2022 Capital Investment Program;

e)    $502,084 to the School Operating Fund that was transferred from the General Fund;

f)    $253,000 of unassigned fund balance to the General Fund to transfer to the Debt Fund for the retirement of Fiscal Year 2022 debt obligations;

g)    $119,000 of net position to the Water Fund for a capital maintenance program and rate study and $10,000 of net position to the Sewer Fund for a rate study;

h)    $4,889 of assigned fund balance to the General Fund to transfer to the School Board.

THIRD QUARTER FINANCIAL REPORT

Receive a report from Mr. Cameron McCormick, Finance Director, regarding the Third Quarter Financial Report.

REGIONAL HAZARD MITIGATION PLAN

Receive a report from Mr. Gary Critzer, Director of Emergency Services, and consider adopting the Central Shenandoah Hazard Mitigation Plan 2020 Updates.

ECONOMIC DEVELOPMENT AND TOURISM CODE AMENDMENT

Receive a report from Mr. Greg Hitchin, Director of Economic Development and Tourism, regarding recent changes to the Code of Virginia related to minimum wages as pertains to economic development programs, and consider introducing an ordinance amending City Code Chapter 22 Article V, Tourism Zone, Section 22-207, Certification Procedure.

APPROPRIATION ORDINANCE – PARKS AND RECREATION AGRICULTURAL SUPPLIES

Consider introducing and adopting an ordinance appropriating a $1,000 donation to Parks and Recreation, to the General Fund, to fund the purchase of agricultural supplies.

VALLEY COMMUNITY SERVICES BOARD REAPPOINTMENT

Consider reappointing a member to the Valley Community Services Board for a three-year term ending June 30, 2024.
