APPROVAL OF MEETING MINUTES

Consider adopting the minutes from the September 26, 2022 Regular Business Meeting and the September 28, 2022 Special Called Meeting.

HOLD A PUBLIC HEARING AND CONSIDER ADOPTING AN ORDINANCE IMPOSING MOTOR VEHICLE TAXES FOR THE CALENDAR YEAR 2022.

HOLD A PUBLIC HEARING, UPON APPLICATION BY WILLIAM T. ELDER, AND CONSIDER INTRODUCING AN ORDINANCE CLOSING AND VACATING APPROXIMATELY 1.06 ACRES OF UNIMPROVED STREETS AND ALLEYS TO THE EAST OF THE INTERSECTION OF ELKIN CIRCLE AND11TH STREET IN WINCHESTER HEIGHTS BETWEEN BLOCK 9 AND 10.

CONSIDER ADOPTING A RESOLUTION SUPPORTING THE CITY’S APPLICATION TO THE GROWTH AND ACCESSIBILITY PLANNING (GAP) TECHNICAL ASSISTANCE PROGRAM FOR A CITYWIDE BICYCLE AND PEDESTRIAN PLAN.

CONSIDER INTRODUCING THE FOLLOWING APPROPRIATION ORDINANCES TOTALING $16,387:

CONSIDER INTRODUCING THE FOLLOWING APPROPRIATION ORDINANCES TOTALING $16,387:

a.    $9,300 in donations for supplies for the Victim Witness Department.

b.    $3,912 in recovered costs to the General Fund to for continuing education for the Police Department.

c.    $3,175 in restricted fund balance to the General Fund for operating supplies for the Sheriff’s Department.

CONSIDER ADOPTING THE FOLLOWING APPROPRIATION ORDINANCES TOTALING $622,000:

a.    $582,000 in American Rescue Plan Act funds to the Water Fund to engineer a raw water tank.

b.    $40,000 in VTC tourism grant funds to the General Fund for programmatic advertising.

CONSIDER ADOPTING A RESOLUTION ESTABLISHING THE RATE OF TAX RELIEF FOR TAX YEAR 2022, AS REQUIRED BY THE PERSONAL PROPERTY TAX RELIEF ACT.
