2021 General Reassessment
Reassessment notices for the 2021 General Reassessment were mailed February 3rd, 2021. If you did not receive a notice, please call (540) 942-6722 to request a duplicate. If you received a notice for a property that has been sold, please forward the notice to the new owner or back to the Assessment Office.
State law requires all real property be assessed at 100% fair market value (Virginia Code §58.1-3201). The last general reassessment in the City of Waynesboro was effective January 1, 2019. The current reassessment reflects the present market value of your property. Every effort has been made to assess your property on a fair and equitable basis.
All property appraisal cards, except those containing information made confidential by §58.1-3, are available for your review after the change of assessment notice is mailed. You have a right to request records maintained by our office pursuant to §58.1-3331 and §58.1-3332. The City Assessor’s Office is open Monday – Friday from 8:00 am to 5:00 pm.

As a taxpayer, you have the right to appeal your property tax assessment. There are three levels of appeals: Administrative, Board of Equalization, and Circuit Court. In order to appeal to Circuit Court, you must first have appealed to the Board of Equalization. In each level, the burden of proof is on the individual appealing the assessment to show that the property in question is valued at more than its fair market value, that the assessment is not uniform in its application, or that the assessment is otherwise not equalized.

Due to Covid-19, appeals will be heard via telephone or by Zoom. Appeals can also be made in writing and sent by mail to 250 S Wayne Ave, Suite 203, Waynesboro, VA 22980 or by email to: Assessor@ci.waynesboro.va.us. Administrative hearing dates are: February 1 – February 26, 2021. Please call prior to February 19, 2021, to schedule an appointment. Appeals made by email and First-Class Mail must be received by February 26, 2021.
Applications to appeal to the Board of Equalization must be filed in the Real Estate Assessment Office no later than April 12, 2021. Applications are available on the City website or you can call the Assessor’s office to request one.
The tax rate applied to assessments is determined by City Council. The 2021 equalized tax rate will be discussed at the April 12, 2021 Council meeting and the budget and tax rate public hearing will be April 26, 2021. Tentatively, both meetings will be held at 7:00pm, at the Charles T. Yancey Municipal Building located at 503 W Main St, Waynesboro. Residents 65 years or older or residents who are permanently and totally disabled that meet certain income and net worth requirements, may qualify for tax relief. For more information about tax relief for the elderly and disabled, please contact the Commissioner of Revenue’s Office at 540-942-6610.
